The Opinions set out in great detail the specific practices of relaxing market access and breaking the monopoly of the blockade industries in the region and refining the division of labor to be implemented by all central ministries and local governments. One of the biggest bright spots is the negative general list of market access.

However, this version of the "negative list" and Shanghai FTZ negative list is not a version.
The negative version of the 2014 Shanghai Free Trade Zone is mainly targeted at foreign-invested enterprises. The interim laws and regulations in Shanghai's FTA are also inconsistent with those outside the region. The negative list in Opinions refers to the current laws and regulations, which are quite different from the Shanghai Pilot Free Trade Zone currently exploring a higher degree of openness. However, both of them aim to relax the investment threshold and strengthen the after-the-fact supervision.
As a major ministry that eliminated the blockade of monopoly industries in the region, the Ministry of Commerce has been struggling for lack of real power and long-term management.
